The Quebec ban on religious symbols was enacted by Bill 21, "An Act respecting the laicity of the State" (French: Loi sur la laïcité de l'État), which was tabled by the ruling Coalition Avenir Québec (CAQ) on March 29, 2019. It is the first Quebec law stating that "The State of Québec is a lay State (section 1)." Since it was passed, new hires among public workers in positions of coercive authority have been banned from wearing religious symbols. It also mandates having one's face uncovered to give or receive specific public services.

Yet Quebec’s nationalist CAQ government claims its Bill 96 will protect the French language in Quebec by limiting the enrolment of Francophones to English CEGEPs (Quebec’s junior colleges).

With English unregulated and ubiquitous on the internet, any attempt to limit access to English will be a symbolic victory at best.

And as StatsCan statistics show, the French language, and bilingualism in French, have been stable and on the rise among Anglophones and Allophones in Quebec and across Canada.

Notably, Bill 96 will also see the Quebec government unilaterally amend the Canadian Constitution to entrench its rights as a “nation.”

CAQ government minister responsible for French, Simon Jolie-Barrette, said the change would have a legal impact: “It paves the way for respect for Quebec’s autonomy, more collective rights for the Quebec nation [which] can make use of these provisions to affirm its specificity in the Canadian environment, its distinct social values.”

Prime Minister Justin Trudeau stated his government believes “it is perfectly legitimate for a province to modify the section of the Constitution that applies specifically to them … (as long as) the rest of the Constitution including the sections that protect linguistic minorities like anglophones in Quebec continue to be respected.”
